Your Committee on Intergovernmental and Military Affairs, to which was referred Governor's Message No. 510, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history and statement submitted by the nominee, and finds Myron N. Dobashi to have the necessary qualifications to be appointed to the Civil Defense Advisory Council.
Your Committee received testimony in support of this measure from the Adjutant General and Director of Civil Defense, State Department of Defense, and the Vice Director of Civil Defense, State Department of Defense.
Mr. Dobashi has served as a Civil Defense Advisor to State Civil Defense since 2004 and has over thirty-three years of experience as a member of the Hawaii Air National Guard (HIANG) in multiple key positions including command at all levels with the last four years as the Assistant Adjutant General, Department of Defense and Commander, HIANG.
In the Vietnam War, Mr. Dobashi served as a weapons controller involved in emergency recoveries of battle-damaged aircraft, air defense and air cover for search and rescue missions in enemy and sensitive territories. He has also served in leadership roles in emergency response and recovery operations in both Hurricane Iwa (1982) and Hurricane Iniki (1992). He is well qualified to respond to the issues of emergency response capabilities, public safety, and public security given his extensive background in wartime emergency preparedness and relief operations involving hurricanes in Hawaii. Mr. Dobashi continues to participate in Civil Defense sponsored events and Civil Defense Advisory meetings and provides valuable community feedback on emergency preparedness and public safety issues to the County of Kauai.
As affirmed by the record of votes of the members of your Committee on Intergovernmental and Military Affairs that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
