Upon review of the statements submitted by the nominees and submitted testimony, your Committee finds the aforementioned nominees to have the necessary qualifications to be nominated to the Environmental Council.
Your Committee received testimony in support of the nomination of Robert T. Inouye from the Office of Environmental Quality Control, a member of the County Council County of Kauai; Okahara and Associates, Inc.; a Business Officer from the Naval Facilities Engineering Command, Pacific; and five private citizens.
Mr. Inouye holds a Bachelor of Science degree in Chemical Engineering from Purdue University. His professional experience includes involvement in sugar production, mechanical engineering, and wastewater systems. As an environmental coordinator at the Navy's Pacific Missile Range Facility, he managed power generation utilizing renewable fuel and engaged in environmental engineering management concerning issues involving the National Environmental Policy Act (NEPA) and cultural and natural resources.
Your Committee received testimony in support of the nomination of Robert A. King from the Office of Environmental Quality Control; Hawaii Small Business Development Center Network; and two private citizens.
Mr. King attended California State University, Chico and his professional experience includes operating a marine repair business and marine and power generation sales and service. He is the President of Pacific Biodiesel and as such, oversees operations in Hawaii, Oregon, and Texas, as well as construction in the United States and Asia. He is also a founding member of the Sustainable Biodiesel Alliance and the Hawaii Ag Alliance.
Mr. King is the current Chair of the Environmental Council and a member of the Annual Report Committee and the Administrative Rules Committee.
Your Committee received testimony in support of the nomination of Wade L. Lord from the Office of Environmental Quality Control; Kauai Chamber of Commerce; Kauai County Farm Bureau; A&B Properties, Inc.; CB Richard Ellis, Inc.; and eight private citizens.
Mr. Lord holds a Bachelor of Arts degree in Business Administration from California State University, Chico, a real estate sales license, and is a Certified Commercial Investment Manager (CCIM) Candidate Designee. His professional experience includes commercial real estate business and real estate development focused on the field of redevelopment. He is also the current Chairman of the Kauai Visitors Bureau and a Hawaii Conventions & Visitors Bureau board member.
Mr. Lord has served on the Environmental Council as an interim member for the last six months, during which time he has been involved with the Legislation and Education/Cultural Committees.
Your Committee received testimony in support of the nomination of Christopher B. Steele from the Office of Environmental Quality Control; The Associated General Contractors of America; the American Lung Association of Hawaii; Rubber Pavements Association; Environmental Science International, Inc.; Maritime Consultants of the Pacific, LLC; Zero Emissions Leasing LLC; Argosy Acoustics Inc.; Stormwater Risk Management, LLC; LFR, Inc.; Est8Planning Counsel LLLC; and seven private citizens.
Mr. Steele holds a Bachelor of Science degree in Business from Hawaii Pacific University. His professional experience includes construction, marketing, and working as an environmental specialist in private industry. Having been employed by Grace Pacific since 1975, his career has spanned from equipment operator, foreman, supervisor, dispatcher, laboratory technician, superintendent, marketing and sales, to manager of environmental compliance.
Mr. Steele has served on the Environmental Council as an interim member for the last six months, during which time he has been involved with the Exemption List Committee. In addition, he has been active in various capacities with several professional organizations, including the Hawaii General Contractor Association, the Asphalt Rubberized Association, the Associated General Contractors of America, the American Rock Mechanics of America, the Hawaii Professional Environmental Association, the Hawaii Department of Transportation storm water committee and recycle specification committee, and the Association of Environmental Professionals of America.
Your Committee received testimony in support of the nomination of James Ray Sullivan from the Department of Business, Economic Development, and Tourism; Office of Environmental Quality Control; Actus Lend Lease; Architects Hawaii Ltd.; Chateau Waikiki; and the Lutheran Church of Honolulu.
Your Committee finds that Mr. Sullivan holds a Bachelor of Science degree in Mechanical Engineering from the California Polytechnic State University, specializing in heating, ventilating, air conditioning and refrigeration, and solar energy systems design. He also holds an Engineer-In Training Certificate. His professional experience includes involvement in the building of wastewater treatment plants, pumping stations, water treatment plants, and a 3.4 acre park. He is also a U.S. Green Building Council Leadership in Energy and Environmental Design (LEED) Accredited Professional, and has participated on several LEED projects as both a consultant and active team member. In addition, he is on the Chateau Waikiki AOAO Board of Directors.
As affirmed by the records of votes of the members of your Committee on Energy and Environment that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
