Your Committee on Economic Development and Taxation, to which was referred Governor's Message No. 468, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Craig I. Nakanishi to have the necessary qualifications to be nominated to the Board of Directors of the High Technology Development Corporation.
Your Committee received testimony in support of Craig I. Nakanishi from the Department of Business, Economic Development, and Tourism; the High Technology Development Corporation; Young Brothers; the Chief Operating Officer of Imperium Renewables Hawaii LLC; the Chief Executive Officer of Zero Emissions Leasing LLC; a Senior Vice President of Ohana Pacific Bank; and three individuals.
Craig I. Nakanishi is a partner and practicing attorney with Rush Moore LLP. Prior to joining the firm in 2003, Mr. Nakanishi practiced law with the Los Angeles office of Jones Day Reavis & Pogue, and was a partner at the Honolulu offices of Goodsill Anderson Quinn & Stifel, and Catalani Nakanishi & Caliboso. He also served as law clerk to the Honorable Robert Boochever of the Ninth Circuit Court of Appeals. Mr. Nakanishi holds a B.B.A. (with distinction) from the University of Hawai‘i, College of Business Administration, and a J.D. from University of California at Davis. Mr. Nakanishi is active professionally as a member of the Hawaii State Bar Association, the National Asian Pacific American Bar Association, and is listed in the publication "Best Lawyers in America in 2008". In addition, he is active in the community as a member of the Rotary Club of Honolulu, Friends of Foster Kids and Foster Family Programs of Hawaii, and the Coalition for a Drug Free Hawaii.
As affirmed by the record of votes of the members of your Committee on Economic Development and Taxation that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
