     Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 458, submitting for study and consideration the nomination of: 

 

Board of Veterinary Examiners

JOHN K. KAYA,

for a term to expire 6-30-2012,

 

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds John K. Kaya, D.V.M. to have the necessary qualifications to be nominated to the Board of Veterinary Examiners.

 

     Testimony in support of Dr. Kaya's nomination was submitted by the Department of Commerce and Consumer Affairs.

 

     Dr. Kaya received his Bachelor of Education in Elementary Education from the University of Hawaii and his Doctor of Veterinary Medicine from the University of Minnesota.  He currently serves as an Associate Veterinarian for the VCA University Animal Hospital after serving in the same capacity at the VCA Kaneohe Animal Hospital.  He focuses on companion and exotic animal medicine and his professional experience includes surgery, chemotherapy, and dentistry.  Before pursuing his graduate studies in veterinary medicine, Dr. Kaya was employed by the Department of Education as an elementary school teacher and executed a gifted and talented program for students in grades 2 through 6.

 

     Dr. Kaya's professional memberships include the American Veterinary Medical Association, the Hawaii Veterinary Medical Association, the Honolulu Veterinary Society where he serves as its Acting President, and the Association of Avian Veterinarians.  He also currently participates and contributes to news segments highlighting various health concerns relating to pets in the "Love Your Pet" segment for the KHON Morning News.

 

     Dr. Kaya is highly trained to provide medical care for animals and demonstrates involvement with the community by volunteering his time to go to schools to talk with students regarding animal care as well as making appearances on television to educate the public on animal issues.  His desire to serve on the Board is simply an extension of his current volunteer activities and a way for him to give back to the community.  Dr. Kaya's demonstrated commitment, motivation, education, and professional experiences will greatly assist the Board of Veterinary Examiners.

 

     As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
