Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 456, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Douglas Hiroshi Inouye to have the necessary qualifications to be nominated to the Board of Private Detectives and Guards.
Testimony in support of Mr. Inouye's nomination was submitted by the Department of Commerce and Consumer Affairs; Yamamoto & Settle, LLLC; and six private individuals.
Mr. Inouye received an equivalent associate degree in Japanese from Tenri University in Nara, Japan and a Bachelor of Arts in Journalism from the University of Hawaii. He later received his Doctorate of Jurisprudence from Boston College of Law and his Master of Business Administration from the University of Hawaii. He currently serves as Corporate Counsel for The Queen's Health Systems/Queen Emma Land Company where he provides in house counsel on all legal matters for the State's largest nonprofit hospital and healthcare system. Prior to his current position, he served as a Deputy Attorney General for the Employment Law Division, Department of the Attorney General where he provided advice and counsel to all state departments and the Judiciary regarding employment related matters.
Mr. Inouye is a Board Member of the University of Ha waii Alumni Association, a member of the Hawaii State Bar Association, and a member of the American Bar Association. He has also participated in KHON-TV's Ask-A-Lawyer program, Drug Free Kids, and the Tenrikyo Young Men's Association.
During his tenure as a Deputy Attorney General, Mr. Inouye appeared before a number of boards and commissions, thus, he has a good working knowledge of the mechanics, processes, and procedures of how boards and commission operate. He has good perspective and insight on the guard industry in Hawaii as his capstone project for his Master in Business Administration at the University of Hawaii was a comparative analysis of the guard industry in Hawaii and on the mainland. Additionally, while employed by Outrigger Hotels Hawaii, he oversaw that entity's guard service. Mr. Inouye's demonstrated commitment, motivation, education, and professional experiences will greatly assist the Board of Private Detectives and Guards.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
