Your Committee on Water and Land, to which was referred Governor's Message No. 431, submitting for study and consideration the nomination of:
Land Use Commission

begs leave to report as follows:
Upon review of background information submitted by the nominee, your Committee finds that Normand R. Lezy was a Cadet at the United States Coast Guard Academy, he subsequently obtained a Bachelor of Arts from the University of Hawaii at Manoa and a Juris Doctorate from the University of Hawaii at Manoa, William S. Richardson School of Law. Mr. Lezy is presently employed as a partner with the law firm Leong, Kunihiro, Leong and Lezy. He has been serving as an Interim At-Large Member of the Land Use Commission.
Testimony in support of Mr. Lezy was submitted by Young Brothers, United States Senator Daniel K. Akaka, the Land Use Commission, Department of Business, Economic Development, and Tourism, and twenty-eight individuals.
Your Committee questioned the nominee and received responses regarding his desire to serve, perception of the role and responsibilities of membership, qualification for membership, and goals for his term of service on the Land Use Commission. Your Committee believes that Mr. Lezy adequately responded to the Committee's inquiries and demonstrated adequate knowledge of and a commitment to work towards the goals of the Commission.
As affirmed by the record of votes of the members of your Committee on Water and Land that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
