Your Committee on Water and Land, to which was referred Governor's Message No. 430, submitting for study and consideration the nomination of:

Testimony in support of this nomination has been submitted by Oceanfront Realty International, Inc., Waimea Plantation Cottages, Kikiaola Land Company, the Chief of the Kaua‘i Fire Department, Mayor of the County of Kaua‘i, the State Representative of House District No. 16, and twelve interested individuals. One individual submitted testimony in opposition to this nomination.
Mr. Agor is presently the Kaua‘i representative on the Board of Land and Natural Resources. He attended California Polytechnic State University San Luis Obispo and is a professional architect who is actively involved as a community volunteer with such organizations as the YMCA of Kaua‘i, Kaua‘i Children's Discovery Museum, Kaua‘i Economic Development Agency, Saint Catherine's Catholic Church, and Immaculate Conception Catholic Church. Mr. Agor is also the founder and vice president of the Kaua‘i Association of Architects, president and vice president of the Kaua‘i Filipino Chamber of Commerce, and a member of the County of Kaua‘i Building Permit Task Force.
Your Committee questioned the nominee on his role on the Board of Land and Natural Resources and his understanding of the Department's responsibilities as the steward of public lands. Your Committee finds Mr. Agor adequately answered the Committee's questions and is qualified to serve on the Board of Land and Natural Resources.
As affirmed by the record of votes of the members of your Committee on Water and Land that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
