Your Committee on Water and Land, to which was referred Governor's Message No. 428, submitting for study and consideration the nomination of:

Upon review of background information submitted by the nominee, your Committee finds that Joseph L. Dwight, IV holds a Bachelor of Arts from the University of Hawaii at Manoa and a Juris Doctorate degree from the University of Hawaii, William S. Richardson School of Law. He is presently employed as the President and State Manager of First American Title Company, Inc. He is a lifelong resident of Hawaii whose career has been focused on land related issues.
Testimony in support of the appointment of Joseph L. Dwight, IV was submitted by the Hawaii Community Development Authority, Department of Business, Economic Development and Tourism, and two individuals.
Your Committee considered the information submitted by the nominee and the testimony in support of the nominee and believes that the nominee possesses adequate knowledge of and a commitment to work towards the goals of the Authority.
As affirmed by the record of votes of the members of your Committee on Water and Land that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
