     Your Committee on Public Safety, to which was referred Governor's Message Nos. 413, 414, and 415, submitting for study and consideration the nominations of: 

 

Wireless Enhanced 911 Board

begs leave to report as follows:

 

     Your Committee reviewed the personal histories, resumes, and statements submitted by the nominees, and finds Cedric K. Apaka, Paul K. Ferreira, and Russell D. Lundberg to have the necessary qualifications to be nominated to the Wireless Enhanced 911 Board.

 

     Your Committee received testimony in support of Cedric K. Apaka from the Department of Accounting and General Services and Verizon Wireless.

 

     Cedric K. Apaka holds a State of Hawaii C-15 Electronic Equipment Maintenance license.  Mr. Apaka currently serves as an Operations Manager for Verizon Wireless, whereby he is responsible for all the switch and cell maintenance for the State of Hawaii.  His responsibilities for Verizon Wireless also include monitoring capital improvement projects and their expense budget.  Mr. Apaka has accumulated over thirty years of experience working in the wireless and telecommunication industries, which will enable Mr. Apaka to assist the Wireless Enhanced 911 Board with the technical and administrative knowledge that is necessary to create and implement emergency services throughout Hawaii.

 

     Your Committee received testimony in support of Paul K. Ferreira from the Department of Accounting and General Services, the Office of the Corporation Counsel for the County of Hawaii, the Hawaii Fire Department, and one private individual.

 

     Paul K. Ferreira currently serves as the Assistant Police Chief for the County of Hawaii Police Department.  Mr. Ferreira has over twenty-five years of experience as a police officer and is committed to ensuring that the community receives the highest quality of emergency services that are possible.  His specific experiences in various positions within the County of Hawaii Police Department will enable Mr. Ferreira to provide tremendous insight into the objective of providing enhanced 911 services throughout the State of Hawaii.

 

     Your Committee received testimony in support of Russell D. Lundberg from the Department of Accounting and General Services, Verizon Wireless, Hawaii Pacific Health, and Mobi PCS.

 

     Russell D. Lundberg currently serves as the Director of Network Engineering for Mobi PCS in Honolulu.  His responsibilities include operating and extending the switched network and VAS, including all switch translations, cell site backhaul, PSTN interconnection, LD, and mobile data.  Mr. Lundberg previously started his own company, Siam WiFi, which built commercial WiFi hotspots.  Mr. Lundberg's previous experience in working with wireless emergency 911 telecommunications will assist the Wireless Enhanced 911 Board in achieving its goal of expanding the coverage for emergency services to various underserved areas throughout Hawaii.  Mr. Lundberg has a Bachelor's degree in Physics from California State University, Long Beach.

 

     As affirmed by the records of votes of the members of your Committee on Public Safety that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
