STAND. COM. REP. NO. 3554

Honolulu, Hawaii

RE:    GOV. MSG. NO. 412

Honorable Colleen Hanabusa

President of the Senate

Twenty-Fourth State Legislature

Regular Session of 2008

State of Hawaii

Madam:

Your Committee on Public Safety, to which was referred Governor's Message No. 412, submitting for study and consideration the nomination of:

Correctional Industries Advisory Committee

G.M. No. 412

THOMAS K. SING,

for a term to expire 6-30-2012,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Thomas K. Sing to have the necessary qualifications to be nominated to the Correctional Industries Advisory Committee.

Your Committee received testimony in support of Mr. Sing's nomination from the Department of Public Safety.

Mr. Sing has served on various boards and commissions, including but not limited to the Civil Service Commission for the City and County of Honolulu, the Civil Service Commission for the State of Hawaii, Hawaii Dental Service, Hawaii Public Television, and Aloha United Way.  Mr. Sing's experience as President of Graphic Communications International Union, Local 501-M has enabled him to successfully resolve many issues relating to employment, promotions, and disciplinary actions.

Your Committee finds that Mr. Sing's experiences as an organizer and negotiator with various employers for improved working conditions, benefits, wages, and gender equality would be a tremendous benefit to the Correctional Industries Advisory Committee as the Correctional Industries enters into agreements to provide labor services and training.

As affirmed by the record of votes of the members of your Committee on Public Safety that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Public Safety,
