     Your Committee on Education, to which was referred Governor's Message No. 349, submitting for study and consideration the nomination of: 

 

Western Interstate Commission for Higher Education (WICHE)

ROY T. OGAWA,

for a term to expire 6-30-2012,

 

begs leave to report as follows:

 

     Upon review of the information provided, your Committee finds that Roy T. Ogawa is an attorney in private practice in the areas of construction and surety matters, business and real estate transactions, and civil litigation involving primarily business transactions, real estate, and construction.  He is being nominated for membership for his second term on the Western Interstate Commission for Higher Education.  Mr. Ogawa is a graduate of McKinley High School and holds a Bachelor of Arts degree in Mathematics and Sociology from the University of Hawaii and a Juris Doctor degree from Indiana University.  He has previously served as a public defender and an arbitrator for the Court Annexed Arbitration Program.  Mr. Ogawa has also served on the Board of Directors of the Building Industry Association, as a hearing committee member of the Office of Disciplinary Counsel, and in various capacities on the Western Interstate Commission for Higher Education.

 

     Testimony in support of the nominee was submitted by Castle & Cooke Hawaii and eight individuals.

 

     Your Committee questioned the nominee regarding, among other things, his understanding of the role and responsibilities as a member of the Commission and what he hopes to accomplish during his term of service.  The nominee demonstrated a strong understanding of the issues and concerns facing the State, as well as a commitment to promoting and advancing higher education efforts in the State and in the member states.

 

     As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
