     Your Committee on Economic Development and Taxation, to which was referred Governor's Message Nos. 330, 331, and 332, submitting for study and consideration the nominations of:

     Your Committee reviewed the personal histories, resumes, and statements submitted by the nominees, and finds Donald L. Dymond, Dorvin D. Leis, and Michael C. L. Yee to have the necessary qualifications to be nominated to the Small Business Regulatory Review Board.

 

     Your Committee received testimony in support of Donald L. Dymond from the Department of Business, Economic Development, and Tourism and the Chairperson of the Small Business Regulatory Review Board.

 

     Donald L. Dymond is the owner of Kalapawai Market, Kalapawai Cafe & Deli, and Zia's Cafe, a small business enterprise located in Kailua and Kaneohe, Oahu.  He purchased, and has successfully expanded the business, since 1992, after careers in retail, sales and sales management, and real estate brokerage and sales both in California and Hawaii.  He is a graduate of Fresno State University, with a Bachelor of Science degree.  Mr. Dymond is active in numerous professional and windward community organizations, and serves as a board member on the Kailua Chamber of Commerce and Le Jardin Academy.  He is a reappointment to the Small Business Regulatory Review Board.

 

     Your Committee received testimony in support of Dorvin D. Leis from the Department of Business, Economic Development, and Tourism; the Chairperson of the Small Business Regulatory Review Board; the President of the University of Hawaii System; the Chancellor of Maui Community College; the President and CEO of the University of Hawaii Foundation; two senior executives from Central Pacific Bank; and two senior executives from First Hawaiian Bank.

 

     Dorvin D. Leis is the owner and Chairman of the Board of Dorvin D. Leis Co., Inc., a licensed contracting business established in Hawaii in 1960.  In addition to his extensive business experience, Mr. Leis is a member of many professional and civic organizations, including the American Institute of Architects, the Mechanical Contractors Association of America, the Elks Club, and the University of Hawaii Founders Club, among others.  He received the Outstanding Citizen Award from the Maui Council of the Boy Scouts of America in 2006 and holds numerous honors from Maui business and civic organizations.  Mr. Leis is a reappointment to the Small Business Regulatory Review Board.

 

     Your Committee received testimony in support of Michael C. L. Yee from the Department of Business, Economic Development, and Tourism; the Chairperson of the Small Business Regulatory Review Board; a senior executive from First Hawaiian Bank; a senior executive from Castle & Cooke Hawaii; the Development Director of Iolani School; and one individual.

 

     Michael C. L. Yee is the owner and managing member of Enviroservices and Training Center, LLC, founded in 1994, and prior to that was Vice President of Unitek Environmental Services.  He is a graduate of the University of Washington, earned a M.P.H. from the University of Hawaii, and has taught environmental classes at Leeward Community College and the University of Hawaii.  Mr. Yee is a registered environmental professional, a registered sanitarian, and a certified hazardous materials manager.  In addition to his active involvement in community and youth organizations, he is a reappointment to the Small Business Regulatory Review Board, where he is currently the 2nd Vice Chair.

 

     As affirmed by the records of votes of the members of your Committee on Economic Development and Taxation that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
