     Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 326, submitting for study and consideration the nomination of: 

 

Board of Certification of Operating Personnel in Wastewater Treatment Plants

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Charles H. Dawrs to have the necessary qualifications to be nominated to the Board of Certification of Operating Personnel in Wastewater Treatment Plants for a second term.

 

     Testimony in support of Mr. Dawrs' nomination was submitted by the Department of Health.

 

     Mr. Dawrs attended the University of Southern California where he studied Mechanical Engineering.  He is currently a Civil Project Engineer for Hualalai Investors LLC where he is responsible for reviewing the design and overseeing the construction of the new regional Hualalai Wastewater Treatment Plant, which is scheduled to begin construction this year.  He also oversees the current day-to-day operations of the Hualalai Resort water utilities as well as the design and construction of the expansion of the Hualalai Resort potable and brackish water systems.

 

     Mr. Dawrs has previously been employed at the County of Hawaii's Department of Public Works and the Department of Environmental Management where he began as an Assistant Operator and worked up to serving as an Operation Supervisor IV.  He has operated and supervised the operations of several projects, including the Hilo Wastewater Treatment Plant, the Kualaimano Wastewater Treatment Plant, the Papaikou Wastewater Treatment Plant, the Kapehu Wastewater Treatment Plant, and the East Hawaii Sewage Pumping Stations.

 

     In his spare time, Mr. Dawrs has participated in several canoe club activities.  He has served as a Novice Womens Coach for the Puna Canoe Club, a Vice President and a member of the Board of Directors for the Kamehameha Canoe Club, and a member of the Board of Directors for the Moku O Hawaii Canoe Association.  He also enjoys free diving and spear fishing, and slack key guitar playing.

 

     Mr. Dawrs is a Grade 4 certified wastewater treatment plant operator and has over fourteen years of wastewater operation and maintenance experience.  His demonstrated commitment, motivation, education, and professional experiences will greatly assist the Board of Certification of Operating Personnel in Wastewater Treatment Plants for a second term.

 

     As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
