     Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 321, submitting for study and consideration the nomination of: 

 

Board of Private Detectives and Guards

PATRICK W. SOUZA,

for a term to expire 6-30-2012,

 

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Patrick W. Souza to have the necessary qualifications to be nominated to the Board of Private Detectives and Guards for a second term.

 

     Testimony in support of Mr. Souza's nomination was submitted by the Department of Commerce and Consumer Affairs.

 

     Mr. Souza is certified and licensed as a Mortician in Hawaii and currently serves as a Funeral Director and Mortician for Mililani Group, Inc.  As a Funeral Director, he works with the bereaved by providing sensitive and effective intervention during a time of emotional stress and loss of a family member.  He also provides information regarding memorial estate planning, addresses issues regarding pre-need planning and at-need planning, and manages the "Awareness" program.  Prior to his employment at Mililani Group, Inc., he served as a Night Watchman and Embalming Apprentice for Borthwick Mortuary.

 

     Mr. Souza is being nominated to the Board as a public member and he has served on the Board since 2004.  He has demonstrated extensive administrative experience that has enabled him to quickly understand the purpose of the Board and his role as a public member.  He possesses the ability to focus on the issues and actively participate in discussions.  Mr. Souza's demonstrated commitment, motivation, security background, and professional experiences will greatly assist the Board of Private Detectives and Guards.

 

     As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
