RE:    GOV. MSG. NO. 320

Honorable Colleen Hanabusa

President of the Senate

Twenty-Fourth State Legislature

Regular Session of 2008

State of Hawaii

Madam:

Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 320, submitting for study and consideration the nomination of:

Board of Private Detectives and Guards

G.M. No. 320

RANDALL W. MACK,

for a term to expire 6-30-2012,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Randall W. Mack to have the necessary qualifications to be nominated to the Board of Private Detectives and Guards for a second term.

Testimony in support of Mr. Mack's nomination was submitted by the Department of Commerce and Consumer Affairs.

Mr. Mack currently has more than thirty years of experience in his professional career that spans the areas of business management, design and engineering, emergency planning, safety, and security and law enforcement.  Since his retirement in 1995 from government service, he has provided consulting services to hotels, public utilities, international airports, and other businesses.

Mr. Mack is certified by the American Society for Industrial Security as a Certified Protection Professional, by the Association of Certified Fraud Examiners as a Certified Fraud Examiner, and by the American College of Forensic Examiners Institute as a Certified Homeland Security Level – III.  He is currently licensed in the State as a Principal for a Guard Company.

Mr. Mack has served on the Board from July 2004, and his active participation during meeting discussions demonstrates that he is prepared for the matters that are on the Board's agendas.  In addition, by sharing valuable insights that he has gained over his years of experience as a licensed principal guard, he continues to contribute to the items on the Board's agendas.  Mr. Mack's demonstrated commitment, motivation, security and guard background, education, and professional experiences will greatly assist the Board of Private Detectives and Guards.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Commerce, Consumer Protection, and Affordable Housing,
