Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 319, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Harriett Christina Baxendale, P.T. to have the necessary qualifications to be nominated to the Board of Physical Therapy for a second term.
Testimony in support of Ms. Baxendale's nomination was submitted by the Department of Commerce and Consumer Affairs; the Hawaii Chapter, American Physical Therapy Association; and one private individual.
Ms. Baxendale received her Bachelor of Science in Physical Therapy from the California State University at Long Beach. She currently serves as a Physical Therapy Consultant for Ho‘okele Personnel Health Planners where she performs home safety evaluations, assesses clients' safety once they are discharged from acute hospital, rehabilitation, or home care programs, provides consultation services to clients, family members, and caregivers, and assists with personal health management needs. Prior to her current position, she served as a Staff Physical Therapist at the Kapiolani Medical Center at Pali Momi, Kaiser Medical Center at Moanalua, Prime Care Home Health Services, and Vencare Rehab Services at Pearl City Nursing Home. Ms. Baxendale is a licensed physical therapist in California and Hawaii and is an active member of the American Physical Therapy Association (APTA) and the Hawaii Chapter, American Physical Therapy Association (HAPTA).
Ms. Baxendale has been serving as the Board's Chairperson since July 2007 and her leadership abilities have enabled the Board of Physical Therapy to continue to make progress in discussions regarding amendments to the Board's Administrative Rules. Her thoughtful insights gained over the many years of experience as a licensed physical therapist and her participation as the Board-appointed delegate to the Federation of State Boards of Physical Therapy's annual meetings have made her a valuable asset to the Board. Ms. Baxendale's demonstrated commitment, motivation, education, and professional experiences will continue to greatly assist the Board of Physical Therapy.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
