Honolulu, Hawaii

RE:    GOV. MSG. NO. 316

Honorable Colleen Hanabusa

President of the Senate

Twenty-Fourth State Legislature

Regular Session of 2008

State of Hawaii

Madam:

Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 316, submitting for study and consideration the nomination of:

Pest Control Board

G.M. No. 316

RANDALL J. BURNETT,

for a term to expire 6-30-2012,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Randall J. Burnett to have the necessary qualifications to be nominated to the Pest Control Board for a second term.

Testimony in support of this measure was submitted by the Department of Commerce and Consumer Affairs and the Hawaii Pest Control Association.

Mr. Burnett attended St. Louis School and received his Bachelor of Science in Criminal Justice from Chaminade University.  He also received a certificate in Entomology through a special three-year program offered by the University of Hawaii.  He currently serves as a police officer for the Honolulu Police Department, and is employed at Burnett's Termite & Pest Control LLC, which was founded by his father in 1948.  He began his career in the termite and pest control industry at a young age while accompanying his father on small residential projects.

Mr. Burnett has been an active member in local sporting activities and events by serving as a volleyball, basketball, and Little League baseball coach over the past several years.  He is also a past Kaneohe Pop Warner President and served on the Kaneohe Sports Counsel.

Mr. Burnett has been licensed as a pest control operator since 1995 and is a diligent and contributing member of the Pest Control Board who takes his commitment to public service seriously.  He shares valuable insights that he has gained over his many years of experience as a licensed pest control operator and contributes meaningfully to the discussions of the Board.  Mr. Burnett's demonstrated commitment, motivation, education, and professional experiences will greatly assist the Pest Control Board.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Commerce, Consumer Protection, and Affordable Housing,
