     Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 315, submitting for study and consideration the nomination of: 

 

Board of Examiners in Optometry

TIMOTHY H. MOON OD,

for a term to expire 6-30-2012,

 

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Timothy H. Moon, O.D. to have the necessary qualifications to be nominated to the Board of Examiners in Optometry.

 

     Testimony in support of Dr. Moon's nomination was submitted by the Department of Commerce and Consumer Affairs, and three private individuals.

 

     Dr. Moon received his Bachelor of Science degree from Georgia State University and his Doctor of Optometry from the Southern College of Optometry in Tennessee.  He is currently the owner of Timothy H. Moon, O.D., Inc. where he serves as a therapeutic optometrist certified by the American Optometric Association.  In this capacity, Dr. Moon has served the local and Korean community for the past eleven years.  He is also a member of the Hawaii Optometric Association and the American Optometric Association.

 

     Dr. Moon is the Chairperson of the Board of the United Korean Association, a Medical Volunteer for the United Methodist Volunteers in Mission, and a Presidential Advisory Councilmember of the Democratic and Peaceful Unification of Korea.  His passion for helping people is evidenced by his commitment to going overseas on numerous occasions to improve the quality of eye health of persons living in countries, such as Tibet, China, and Korea, who are unable to afford or have access to quality eye care.  Furthermore, he has frequently participated in the United Methodist Church's Vision Project 20/20 by providing eye care services for individuals in need of glasses.

 

     Dr. Moon has been licensed as an optometrist in Hawaii since 1996 and has been nominated to serve a second term on the Board of Examiners in Optometry.  His participation during discussions at Board meetings on issues affecting the practice of optometry, both locally and nationally, is proof that he is a member who is prepared, able, and willing to contribute his valuable time and efforts to the Board.  Dr. Moon's demonstrated commitment, motivation, education, and professional experiences will greatly assist the Board of Examiners in Optometry for a second term.

 

     As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
