     Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 314, submitting for study and consideration the nomination of: 

 

State Board of Nursing

PATRICIA A. LANGE-OTSUKA,

for a term to expire 6-30-2011,

 

begs leave to report as follows:

 

     Testimony in support of Patricia A. Lange-Otsuka's nomination was submitted by the Department of Commerce and Consumer Affairs, State Board of Nursing, the Center for Nursing, and one individual.

 

     Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Patricia A. Lange-Otsuka, Ed.D., MSN, ARPN, BC, CNE to have the necessary qualifications to be nominated to the State Board of Nursing for a second term.

 

     Dr. Lange-Otsuka received her Bachelor of Science in Nursing from Bowling Green State University and her Master of Science in Nursing from the School of Nursing at the Medical University of Ohio.  Subsequently, she engaged in post graduate study in Pharmacology for Advanced Practice Nurses at the University of Hawaii and received her Doctorate in Education from Nova Southeastern University.  She is currently licensed as a Registered Nurse and an Advanced Practice Registered Nurse in Hawaii and Ohio as well as being certified as a Clinical Specialist in Community Health and as a Nurse Educator.

 

     Dr. Lange-Otsuka is presently the Interim Dean of Nursing and a Professor of Nursing at Hawaii Pacific University where she oversees the day-to-day management of the graduate nursing program, including recruitment, advising, and scheduling, and also serves as the Undergraduate Academic Coordinator for the nursing program.  She is the author of an extensive list of published works, has participated in numerous research activities, and has presented a number of professional presentations.

 

     Dr. Lange-Otsuka is being nominated to serve a second term on the State Board of Nursing where she has been a reliable member and draws from her more than twenty years of experience in nursing to contribute to the breadth of information that is necessary for the Board to make its decisions.  Dr. Lange-Otsuka's demonstrated commitment and extensive experience in nursing makes her a valuable asset to the State Board of Nursing for a second term.

 

     As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
