Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 297, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Herbert B. Minn to have the necessary qualifications to be nominated to the State Boxing Commission of Hawaii.
Testimony in support of Mr. Minn's nomination was submitted by the Department of Commerce and Consumer Affairs.
Mr. Minn has made a lifelong commitment to the sport of boxing and its development in the State, which is evidenced by his long and varied career that spans six decades. He began as a competitor on the Honolulu amateur circuit, and later shifted roles by coaching the United States Army Pacific Area Team in competitions in Japan and the Philippines, and at the University of Hawaii. Building on this initial coaching experience, Mr. Minn went on to lead the Territory of Hawaii to a pair of national competitions. Of particular note, in 1975, he guided the United States boxing team to a first place finish in the King's Cup Tournament held in Bangkok, Thailand. In addition to competing and coaching, Mr. Minn has taken on official capacities in Honolulu and oversees as a referee and judge for the State Boxing Commission of Hawaii, the World Boxing Association, the International Boxing Federation, and the World Boxing Council.
Mr. Minn is nominated to serve a second term on the State Boxing Commission of Hawaii where he brings to the table his vast experience as an internationally known boxing official. He is diligent in responding to requests for input on amending Administrative Rules and other related matters, and has always made meaningful contributions during Commission discussions. Mr. Minn's demonstrated commitment, motivation, and experience will greatly assist the State Boxing Commission of Hawaii for a second term.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
