Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 296, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Carla M. Morioka to have the necessary qualifications to be nominated to the State Board of Barbering and Cosmetology for a second term.
Testimony in support of Ms. Morioka's nomination was submitted by the Department of Commerce and Consumer Affairs, and four private individuals.
Ms. Morioka attended the University of Hawaii and Hawaii Business College as well as Crel Beauty College. She began her career in cosmetology at Bishop Beauty Salon and then owned and operated her own business, Carla's, until 1980. She later served as a teacher at Trendsetter's Beauty College where she taught all phases of the cosmetology training hours. She currently freelances as a cosmetologist by providing services to her clients at their homes in the evenings and on the weekends. In 1982, Ms. Morioka was employed at Hickam Air Force Base where she served as a Clerk Typist, Secretary, and then an Administrative Assistant until her retirement in January 2007. In her spare time, she serves as a Mentor at Mokulele Elementary School for two hours each week.
Ms. Morioka has been a licensed cosmetologist since 1964, and currently serves as the Vice Chairperson on the State Board of Barbering and Cosmetology. In fulfilling its regulatory duties and responsibilities, the Board has come to rely on her expertise and experience as a licensed cosmetologist, a former beauty school instructor, and a former beauty shop owner and operator. The depth and breadth of her experience and knowledge in a variety of different areas with the profession gained over the span of her professional career have been advantageous to the Board, especially in working to update the Board's Administrative Rules. Ms. Morioka's demonstrated commitment, motivation, and professional experiences will greatly assist the State Board of Barbering and Cosmetology for a second term.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
