Your Committee on Agriculture and Hawaiian Affairs, to which was referred Governor's Message Nos. 286, 287, and 288, submitting for study and consideration the nominations of:
Island Burial Council, Islands of Kaua‘i and Ni‘ihau

begs leave to report as follows:
Your Committee has reviewed the personal histories, resumes, and statements submitted by the nominees and finds Mark S. Hubbard, Michael Y.M. Loo, and Sandra P. Quinsaat to possess the requisite qualifications to be nominated to the Island Burial Council, Islands of Kaua‘i and Ni‘ihau (Council).
Testimony in support of the nomination of Mark S. Hubbard, SPHR, was submitted by the Department of Land and Natural Resources and the Mayor of the County of Kaua‘i.
Mr. Hubbard was nominated to serve as landowner representative on the Council. He is currently self-employed and provides human resource management services to Grove Farm Company, Inc. and other clients. Having previously worked as a property manager for Grove Farm Company, Inc. and Lihue Plantation Company, Mr. Hubbard has over fifteen years of experience in property management and real estate sales and leasing. He received his Bachelor's degree in Biology from Stanford University and his teacher's certificate and Master's degree in Business Administration from the University of Hawaii.
Testimony in support of the nomination of Michael Y.M. Loo was submitted by the Department of Land and Natural Resources, Mayor of the County of Kaua‘i, Princeville Associates, LLC, and two interested individuals.
Mr. Loo also was nominated to serve as a landowner representative of the Council. He has an extensive background in real estate development and is currently a self-employed real estate manager working with Princeville Associates, LLC and its affiliates through his business, Building Solutions LLC. He received his Bachelor's degree in Speech from the University of Hawaii at Manoa and currently serves on the Council for the islands of Kaua‘i and Ni‘ihau fulfilling the unexpired term of his predecessor.
Testimony in support of the nomination of Sandra P. Quinsaat was submitted by the Department of Land and Natural Resources and one interested individual.
Ms. Quinsaat was nominated to serve as the Koloa District representative on the Council. She is currently employed as the Engineering Division Project Manager for the Grand Hyatt Kaua‘i Resort and Spa. She graduated from Kaua‘i Community College and has an extensive background relating to Hawaiian culture. Ms. Quinsaat has served on the Council for the past three years.
As affirmed by the records of votes of the members of your Committee on Agriculture and Hawaiian Affairs that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
