Your Committee on Agriculture and Hawaiian Affairs, to which was referred Governor's Message No. 270, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Roy S. Helbush to possess the requisite qualifications to be nominated to the Island Burial Council, Island of Hawai‘i.
Testimony in support of this nomination was submitted by the Department of Land and Natural Resources and one individual.
Mr. Helbush presently serves on the Island Burial Council, Island of Hawai‘i as the landowner representative. He ranches and farms land in Ka‘u which has been owned by his family since the 1890s. Mr. Helbush is knowledgeable of historic sites and Hawaiian burial practices.
As affirmed by the record of votes of the members of your Committee on Agriculture and Hawaiian Affairs that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
