SENATE CONCURRENT
RESOLUTION
requesting the hawai`i state foundation on culture and the arts to establish the hawai`i capital cultural district task force.
WHEREAS, in 2000, the State purchased the Hemmeter Building, now known as the No. 1 Capitol District Building, located in the Hawai`i Capital Cultural District at 250 South Hotel Street, Honolulu, Hawaii, 96813; and
WHEREAS, the No. 1 Capitol District Building is the home of the Hawai`i State Art Museum and a number of state government agencies; and
WHEREAS, the Hawai`i State Art Museum houses three galleries that occupy twelve thousand square feet of the No. 1 Capitol District Building; and
WHEREAS, other amenities in the No. 1 Capitol District Building include a multipurpose room, a volunteer resource room, a small kitchenette, and leased spaces for Downtown @ the HiSAM cafe and the forthcoming Capitol District Visitor Information Center and gift shop; and
WHEREAS, a review of current operations of the Hawaii State Art Museum and its long range plans for operations and growth, with respect to the museum's location in the No. 1 Capitol District Building, is needed; and
BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the House of Representatives concurring, that the Hawai`i State Foundation on Culture and the Arts is requested to establish the Hawai`i Capital Cultural District Task Force to review the current operations of the Hawai`i State Art Museum and its long range plans for operations and growth, with respect to the museum's location in the No. 1 Capitol District Building; and
BE IT FURTHER RESOLVED that in establishing the task force, the State Foundation on Culture and the Arts is requested to appoint ten members, including:
(1) Two members nominated by the Senate President; provided that one member is requested to be from the arts community;
(2) Two members nominated by the Speaker of the House of Representatives; provided that one member is requested to be from the arts community;
(3) The Director of Business, Economic Development, and Tourism or the Director's designee;
(4) The Comptroller or the Comptroller's designee;
(5) A member representing the University of Hawaii's department of art and art history;
(6) Two members representing museum organizations; and
(7) The Executive Director of the Hawai`i State Foundation on Culture and the Arts, who is requested to serve as the chair of the task force; and
BE IT FURTHER RESOLVED that the task force is requested to consider issues including:
(1) All relevant information on the first five years of the development and operation of the Hawaii State Art Museum, including issues such as facilities for ongoing workshops and docent training, and expansion of amenities for the visitor's center;
(2) Planning updates to address the need for storage areas for the cafe and gift shop that were not part of the original planning of the museum;
(3) Current and future museum staffing, both personnel and space;
(4) Gallery space, both temporary and permanent, and storage for works of art not on display;
(5) Long-range plans for operations and growth of the museum, including additional programming and facilities management space needs;
(6) The tax exempt status of the No. 1 Capitol District Building and how this may impact use of the building; and
(7) Any other issues or concerns that may arise; and
BE IT FURTHER RESOLVED that the task force is requested to consider how the museum will further enhance the Hawai`i Capital Cultural District as a cultural tourism destination for visitors and a historical and educational center for residents, particularly Hawaii's youth; and
BE IT FURTHER RESOLVED that the task force is requested to submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2009; and
BE IT FURTHER RESOLVED that the task force is requested to cease to operate on June 30, 2009; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Business, Economic Development, and Tourism, the Executive Director of the Hawai`i State Foundation on Culture and the Arts, and the Chairperson of the Hawai`i State Foundation on Culture and the Arts.
