SENATE CONCURRENT

RESOLUTION

requesting Kauai community college to work with the kauai police department to explore the development of an associate of science degree program in criminal justice.

     WHEREAS, the Kauai Police Department faces the challenge of recruiting and retaining police officers for this rural community; and

     WHEREAS, recruitment and retention rates could be improved if the pool of candidates consisted of more individuals who reside in Kauai; and

     WHEREAS, police departments seek candidates with strengths in various dimensions, including but not limited to social competence, teamwork, computer literacy, legal-constitutional matters, adaptability-flexibility, conscientiousness-dependability, impulse control, integrity‑ethics, stress tolerance, judgment, assertiveness-persuasiveness, and avoiding substance abuse and other risk‑taking behaviors; and

     WHEREAS, police officers of today are called to assist in situations that involve a complexity of social issues, including but not limited to domestic abuse, elder abuse, school safety, child welfare, mental/psychological distress, and substance abuse; and

     WHEREAS, candidates seeking to enter the honorable career of a police officer should be afforded an educational opportunity to acquire skills and knowledge that best equip the individual to perform the individual's duties; and

     WHEREAS, courses in Criminal Justice are not currently available at Kauai's only postsecondary educational institution, Kauai Community College; now, therefore,

     BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the House of Representatives concurring, that Kauai Community College is requested to work with the Kauai Police Department to explore the possibility of developing an Associate of Science degree program in Criminal Justice, or other related police training certification; and

     BE IT FURTHER RESOLVED that Kauai Community College is requested to report its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2009; and

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the University of Hawaii, the Chancellor of Kauai Community College, the Kauai member of the University of Hawaii Board of Regents, the Provost of Kauai Community College, the Kauai Police Chief, the Mayor of the County of Kauai, and the members of the Kauai County Council.
