SENATE CONCURRENT

RESOLUTION

 

 

requesting the department of education to pursue a financing agreement for the construction of the new kihei high school on maui and to consider a design-build approach for the school.

 

 

 


     WHEREAS, public education is the foundation of our economy as well as a fundamental responsibility of society to its youth; and

 

     WHEREAS, although the community of Kihei on Maui is one of the fastest growing communities in Hawaii, it lacks a public high school to serve its high school-aged residents; and

 

     WHEREAS, Act 213, Session Laws of Hawaii 2007, appropriated $20,000,000 for fiscal year 2008-2009 for construction of a new high school in Kihei, Maui; and

 

     WHEREAS, the Department of Education has completed a site selection study for the new Kihei High School; and

 

     WHEREAS, the total estimated cost for the new school exceeds $100,000,000; and

 

     WHEREAS, Act 220, Session Laws of Hawaii 2007, encourages financing alternatives to general obligation bonds for financing new school projects and authorizes the Department of Education to participate in the financing agreement program of the State for such purposes; and

 

     WHEREAS, due to a scarcity of public funding resources, it is necessary for the State to examine various alternative means of financing the construction of the new Kihei High School; and

 

     WHEREAS, use of the design-build approach, a method of project delivery in which the design and construction phases of a project are combined into one contract, could lead to cost savings; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the House of Representatives concurring, that the Department of Education is requested to pursue a financing agreement to fund the construction of the new Kihei High School pursuant to section 37D-2, Hawaii Revised Statutes; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to consider the design-build approach for construction of the new Kihei High School; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Superintendent of Education, and the Chairperson of the Board of Education.
