SENATE CONCURRENT
RESOLUTION
requesting that the legacy land conservation commission recommend to the board of land and natural resources that the land described as the north shore heritage park on maui has value as a resource to the state and should be acquired by the state as legacy lands.
WHEREAS, there is property on the North Shore of Maui located between Sprecklesville and Paia which is hereinafter described as the "North Shore Heritage Park"; and
WHEREAS, the North Shore Heritage Park consists of six parcels of land which are described as follows:
(1) Approximately 43 acres described as TMK II 3-8-01, parcel 72, stretching from Kelaakai Place in Sprecklesville to the western boundary of H.P. Baldwin Park Road in Paia, which includes natural sand dunes, coastal beaches, and wetlands;
(2) Approximately 17 acres known as H.P. Baldwin Park which is described as TMK II 2-5-05, Parcel 47 (4.6 acres) and parcel 46 (12.5 acres);
(3) Approximately 4.5 acres of coastal lands stretching from the eastern border of H.P. Baldwin Park to the Maui Youth and Cultural Center which is described as TMK II 2-6-01, parcel 1 (3.517 acres) and parcel 4 (1.08 acres);
(4) Approximately 32 acres described as TMK II 2-5-05; parcel 17;
(5) Approximately 5.7 acres known as Lime Kiln Beach which is described as TMK II 2-5-05, parcel 14; and
(6) Approximately 26 acres known as Stable Road Beach which is described as TMK II 3-8-01, parcel 3; and
WHEREAS, there is great concern that the lands making up the North Shore Heritage Park are susceptible to development; and
WHEREAS, it is in the best interest of the State and its residents to maintain the North Shore Heritage Park in an undeveloped state which would provide for access to public beaches and open spaces; and
WHEREAS, the North Shore Heritage Park has value as a resource of the State and should be acquired by the State as legacy lands; and
WHEREAS, the initial step required in order to have the State acquire the North Shore Heritage Park as legacy lands is to have the Legacy Land Conservation Commission recommend such an acquisition to the Board of Land and Natural Resources; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the House of Representatives concurring, that the Legacy Land Conservation Commission is urged to identify the North Shore Heritage Park as lands which have value as a resource to the State; and
BE IT FURTHER RESOLVED that the Legacy Land Conservation Commission is urged to recommend to the Board of Land and Natural Resources that the North Shore Heritage Park be acquired by the State as legacy lands in order to preserve open spaces and access to public beaches; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Legacy Land Conservation Commission, the Board of Land and Natural Resources, and the Department of Land and Natural Resources.
