SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF PUBLIC SAFETY TO RESEARCH AND STUDY EARLY PAROLE ELIGIBILITY PROGRAMS THAT REDUCE THE MINIMUM PERIOD OF TIME THAT HAWAII INMATES MUST WAIT TO BECOME ELIGIBLE FOR PAROLE.

 

 


     WHEREAS, many correctional jurisdictions in the United States use an incentive system that rewards inmates for positive behavior while incarcerated; and

 

     WHEREAS, the rehabilitation of inmates is an important step in the process of enabling the inmates to successfully reenter the community; and

 

     WHEREAS, a report and recommendation by the Department of Public Safety on an appropriate early parole eligibility program for Hawaii inmates incarcerated in Hawaii and on the mainland would be the first step in providing the inmates with an opportunity to reduce their length of incarceration; and

 

     WHEREAS, an early parole eligibility program would be a powerful tool in providing an incentive for inmates to behave in a positive manner; and

 

     WHEREAS, an early parole eligibility program would encourage inmate participation in rehabilitation programs that assist the inmates in reentering the community; and

 

     WHEREAS, an early parole eligibility program would help relieve inmate overcrowding; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the House of Representatives concurring, that the Department of Public Safety is requested to research and study early parole eligibility programs established under the laws of other jurisdictions in order to report recommendations to the Legislature on the issues related to establishing an early parole eligibility program for Hawaii inmates incarcerated in Hawaii and on the mainland; and

 

     BE IT FURTHER RESOLVED that the Department of Public Safety's recommendations are requested to incorporate analysis and assessment of the appropriate criteria to be used for an early parole eligibility program for Hawaii inmates incarcerated in Hawaii and on the mainland; and

 

     BE IT FURTHER RESOLVED that the Department of Public Safety is requested to report its findings, conclusions, and recommendations regarding early parole eligibility programs, including recommendations for proposed legislation that may be required, to the Legislature no later than twenty days prior to the convening of the 2009 Regular Session; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor of the State of Hawaii and the Director of Public Safety.
