SENATE CONCURRENT
RESOLUTION
CREATING A WORKING GROUP TO RE-ENGINEER THE DEPARTMENT OF EDUCATION'S OFFICE OF HUMAN RESOURCES.
WHEREAS, the Department of Education's Office of Human Resources processes the placement and payment and keeps the records of thousands of Department personnel; and
WHEREAS, the Office of Human Resources is converting all its hardcopy records into electronic systems; and
WHEREAS, the Office of Human Resources has often been criticized for its slowness in processing applications and paychecks, loss of records, difficulty in information search, and user unfriendliness; and
WHEREAS, the Interagency Work Group, consisting of many private business members, successfully aided the Department of Education in consolidating and transferring functions and personnel from the Department of Accounting and General Services and Department of Health; and
WHEREAS, a similar work group can greatly assist the Department's Office of Human Resources by reviewing its functions and processes and recommending and assisting in implementing re-engineering efforts to update, streamline, and improve effectiveness and efficiency; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the House of Representatives concurring, that the Department of Education is requested to establish a working group to review the functions and processes of its Office of Human Resources and recommend and assist in implementing re-engineering efforts to update, streamline, and improve the effectiveness and efficiency of the Department's Office of Human Resources; and
BE IT FURTHER RESOLVED that the working group should include executives and human resources managers of private business as well as Department of Education human resources personnel and consist of a number of members as determined by the Department as long as the number of private industry members equals or exceeds the number of Department personnel; and
BE IT FURTHER RESOLVED that the working group is requested to assess and evaluate the impact of the pilot project and prepare an interim progress and final report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Sessions of 2009 and 2010, respectively; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education and the Superintendent of Education.
