A BILL FOR AN ACT

 

 

relating to public safety.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The purpose of this Act is to ensure that fire fighters and other emergency first-responders are fully prepared to respond to natural and manmade disasters, including acts of terrorism, by appropriating funds to plan a Hawaii state fire and emergency training facility.  In addition, the Act appropriates money for a public education campaign on natural disaster preparedness.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $        , or so much thereof as may be necessary for fiscal year 2007-2008, for development and planning, including a feasibility study by a consultant for a Hawaii state fire and emergency training facility.

     The governor may supplement funds for any cost element for this project by transferring any sums that may be needed from the funds appropriated for other cost elements of this project.

     The sum appropriated shall be expended by the department of defense for the purposes of this section.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2007-2008, and the same sum, or so much thereof as may be necessary for fiscal year 2008-2009, for a public education campaign on natural disaster preparedness.

     The sums appropriated shall be expended by the department of defense for the purposes of this section.

     SECTION 4.  This Act shall take effect on July 1, 2007.
