A BILL FOR AN ACT

 

 

RELATING TO EDUCATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The high school graduation ceremony is an important and necessary event for most young adults.  It is a ceremony marking years of achievement in studies, not only for the student, but for the whole family.  However, participation in the ceremony can be costly.  Students are required to pay for the use of the cap, gown, and other items, in order to participate in the graduation ceremony.  Additional costs are also associated with other graduation-related activities, including "Project Graduation" events.  The costs associated with graduation activities can make participating in some or all of these activities difficult, if not impossible, for many families struggling to meet expenses for the necessities in life.

     The purpose of this Act is to provide funding for public high school seniors to use toward graduation activities.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2007-2008, and the same sum, or so much thereof as may be necessary for fiscal year 2008-2009, to assist public high school seniors in covering expenses related to graduation activities, including those incurred by participation in graduation ceremonies or any other graduation-related activities; provided that the amounts provided to the public high schools shall be calculated based on the total number of seniors estimated to be graduating that school year on a per student basis.

     The sums appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2007.
