A BILL FOR AN ACT
RELATING TO EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The high school graduation ceremony is an important and necessary event for most young adults. It is a ceremony marking years of achievement in studies, not only for the student, but for the whole family. However, participation in the ceremony can be costly. Students are required to pay for the use of the cap, gown, and other items, in order to participate in the graduation ceremony. The cost can make participating in the ceremony difficult, if not impossible, for many families struggling to meet expenses for the necessities in life.
The purpose of this Act is to relieve public high school seniors of the financial obligation for the basic materials needed to participate in their graduation ceremonies.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2007-2008, and the same sum, or so much thereof as may be necessary for fiscal year 2008-2009, to cover the basic expenses of public high school seniors that are required to participate in graduation ceremonies, including the rental costs of ceremonial caps and gowns.
The sums appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2007.
