A BILL FOR AN ACT

 

 

relating to college preparatory programs.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Students in small or geographically isolated secondary schools are often limited in their access to accelerated or college preparatory curriculum.  The schools are under tremendous pressure to meet the needs of their least capable students under the requirements of the federal No Child Left Behind Act.  Providing the opportunity for students capable of college preparatory or college level work can be less of a priority.

     The purpose of this Act is to increase the opportunities for highly capable secondary students to undertake enriched, accelerated, college preparatory, or college level classes or course of study, and enable them to meet the requirements of college and career entry. 

     SECTION 2.  Chapter 304A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§304A-    College preparatory online academy; established.  The University of Hawaii shall create a college preparatory online academy aimed at increasing the number of Hawaii students prepared for higher education.  The program shall include:

     (1)  Enrichment and accelerated learning, college preparatory, and advanced placement courses offered online;

     (2)  Online secondary and university faculty partnerships to develop and align curriculum offerings;

     (3)  Online tutorial and mentoring assistance for the college preparatory online academy's courses and for all secondary school subject areas;

     (4)  Summer school online learning academies to make up credits, provide enrichment, or accelerate college and career preparation;

     (5)  Online college and career planner to include financial assistance information; and

     (6)  Online entrance test preparation.

     The college preparatory online academy shall provide yearly reports to the university, department of education, and the legislature on the progress and achievement of its objectives."

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2007-2008, and the sum of $          , or so much thereof as may be necessary for fiscal year 2008-2009, for the University of Hawaii to establish a college preparatory online academy. 

     The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 1, 2007.
