A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE second SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $35,330,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2007-2008, for the purpose of capital improvement projects for the second senatorial district, as follows:
1. Pohoiki Boat Ramp and Loading Dock Replacement, Hawaii
Construction for replacement of boat ramp and loading dock at Pohoiki Bay in Puna.
Total funding $800,000
2. Keaau Public Library, Hawaii
Design and construction for a new library facility.
Total funding $8,250,000
3. Komohana Agricultural Complex, Hawaii
Design, construction, and equipment to renovate the University of Hawaii Komohana Agricultural Complex in Hilo.
Total funding $6,000,000
4. Naalehu Elementary and Intermediate School, Hawaii
Design, construction, and equipment for a new administration and library building.
Total funding $14,000,000
5. Pahoa Elementary School, Hawaii
Design, construction, and equipment for a new six-classroom building.
Total funding $6,280,000
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2010, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvements set forth in section 1 shall be expended for the purposes of this Act; provided that:
(1) The sum appropriated in item 1 shall be expended by the department of land and natural resources;
(2) The sums appropriated in items 2, 4, and 5 shall be expended by the department of education; and
(3) The sum appropriated in item 3 shall be expended by the University of Hawaii.
SECTION 4. This Act shall take effect on July 1, 2007.
