A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE NINTH SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $6,694,000 or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2008-2009, for the purpose of capital improvement projects for the ninth senatorial district, as follows:

1.   Department of land and natural resources.

     A.   Waikiki seawall improvements, Oahu

          Plans, design, and construction for the resurfacing of the seawall and installation of railings along Waikiki's Gold Coast.  This project is deemed necessary to qualify for federal aid financing and/or reimbursement.

          Plans/design                  $200,000

          Construction                $2,300,000

          Total funding                              $2,500,000

     B.   Kapahulu avenue parking lot, Oahu

          Plans, design, and construction for a public parking lot using state lands located at 548 Kapahulu avenue to be operated by the city & county of Honolulu.

          Total funding                                $200,000

     C.   Waahila state park, Oahu

          Repaving of the public access road to Waahila state park.

          Total funding                                 $75,000

2.   City and county of Honolulu

     A.   East Honolulu skatepark, Oahu

          Plans, design, and construction for a street-style skatepark to be located on state lands at Waialae avenue in Kaimuki which shall be operated by the city & county of Honolulu.  This project requires matching funds from either the city or from private sources.

          Total funding                                $150,000

3.   Department of education

     A.   Palolo school, Oahu

          Resurface parking lot.

          Design/construction            $35,000

          ADA transition accessibility.

          Design/construction           $412,500

          Total funding                                $447,500

     B.   Aliiolani school, Oahu

          Solar fans to improve ventilation.

          Design/construction           $100,000

          Total funding                                $100,000

     C.   Jarret middle school, Oahu

          Campus perimeter fencing.

          Plans/design                   $50,000

          Construction                  $350,000

          Total funding                                $400,000

          Install permanent wall in cafeteria.

          Plans/design                   $20,000

          Construction                  $100,000

          Total funding                                $120,000

     D.   Liliuokalani school, Oahu

          ADA transition accessibility.

          Funding                       $412,500

          Electrical upgrade

          Funding                       $511,500

     E.   Waialae school, Oahu

          Enclose center courtyard to build three classrooms.

          Total funding                                $825,000

     F.   Liholiho school, Oahu

          Parking lot expansion and paving.

          Design and construction       $165,000

     G.   Kaimuki high school, Oahu

          Softball field improvements.

          Total funding                                $275,000

     H.   Jefferson school, Oahu

          Electrical system upgrade for art building.

          Total funding                                $100,000

     I.   Waikiki school, Oahu

          ADA transition accessibility.

          Total funding                                $412,500

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2010, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2008.
