Description:

Limits the award of a grant or subsidy to an entity no more than once every          years.  Sets deadline for application for a grant or subsidy at January 31 at the start of each regular legislative session, or the last weekday in January.

A BILL FOR AN ACT

relating to public funds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  Chapter 42F, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§42F-    Grants and subsidies; limits. No entity shall be awarded a grant or subsidy under this chapter more than once every          years."

     SECTION 2.  Section 42F-102, Hawaii Revised Statutes, is amended to read as follows:

     "[[]§42F-102[]]  Applications for grants and subsidies; deadline.  Requests for grants and subsidies shall be submitted to the appropriate standing committees of the legislature not later than January 31 at the start of each regular session of the legislature[.] or, if January 31 falls upon a Saturday, Sunday, or holiday, by the immediately preceding business day.  Each request shall state:

     (1)  The name of the requesting organization;

     (2)  The public purpose for the grant or subsidy;

     (3)  The services to be supported by the grant or subsidy;

     (4)  The target group; and

     (5)  The cost of the grant or subsidy and the budget."

     SECTION 3.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
