A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the SEVENTEENTH SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The seventeenth senatorial district encompasses Mililani, Mililani Mauka, and Waipio Gentry. Schools within the seventeenth senatorial district have many issues, including repair and maintenance, traffic congestion, land erosion, as well as facilities that are outdated and in need of restoration.
Mililani high school's stadium is the venue for many of the Oahu Interscholastic Association sporting events. Because the field is grass, it requires a great deal of maintenance. However, none of the other schools using the field are required to share in the maintenance and the responsibility, which means that the cost of maintenance falls to Mililani high school. Installation of synthetic turf would be easier and less costly to maintain and ensure that the field would be in the best condition possible for interscholastic sporting events.
The Mililani Uka elementary school area experiences frequent brushfires and with each fire, vegetation is destroyed and thus exposes the slope adjacent to Kamehameha Highway to direct storm run off. This surface run off is the direct cause of the Mililani Uka elementary school's land erosion.
With the heavy rainfall in the Mililani and Waipio Gentry areas, there is a need to provide covered walkways at Kanoelani elementary school and Mililani mauka elementary school and covered bus stops at Mililani middle school to address the health and safety concerns of students. Funds are also needed to address other educational related concerns.
SECTION 2. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2008-2009.

SECTION 3. The sums appropriated for the respective capital projects set forth in section 2 shall be expended by the department of education for the purposes of this Act.
