A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE SEVENth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $55,300,775, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2008-2009, for the purpose of capital improvement projects for the seventh senatorial district, as follows:
1. Ball field and recreational facility light system retrofit to comply with Endangered Species Act.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2010, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act as follows:
(1) For items 1 and 18 the expending agency shall be the county of Kauai;
(2) For item 2 the expending agency shall be the department of defense;
(3) For item 3 the expending agency shall be the Hawaii health systems corporation;
(4) For items 4, 5, 6, 20 and 21 the expending agency shall be the department of education;
(5) For items 7, 8, 9, 15 and 19 the expending agency shall be the department of land and natural resources; and
(6) For items 10, 11, 12, 13, 14, 16, and 17 the expending agency shall be the department of transportation.
SECTION 4. This Act shall take effect on July 1, 2008.
