A BILL FOR AN ACT

 

 

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE MAUI REGION OF THE HAWAII HEALTH SYSTEMS CORPORATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that significant public benefit would be realized through the modernization of the Maui memorial medical center, which is administered by the Maui region of the Hawaii health systems corporation.  The Maui health initiative task force report to the twenty-fourth legislature emphasized the need for modernization of healthcare facilities through the continuous updating of medical technology and systems and the replacement of outmoded facilities and infrastructure on Maui.  The report noted that it was critical to modernize the Maui medical memorial center utilizing phased reconstruction, replacement, or both.  The report further recommended modernization to enable better staffing, recognition of a diverse community, and the provision of culturally sensitive services.

     The legislature further finds that the issuance of general obligation bonds under this Act is in the public interest and for the benefit of public health, safety, and welfare.

     SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $10,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for the fiscal year 2008-2009 for the modernization of the Maui memorial medical center, including but not limited to a new obstetrics and gynecology wing, additional operating rooms, and the relocation of psychiatric units.

SECTION 3.  The appropriation made for capital improvement project authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all appropriations which are unencumbered as of June 30, 2010, shall lapse as of that date.

SECTION 4.  The sum appropriated shall be expended by the Maui region of the Hawaii health systems corporation for the purposes of this Act.

SECTION 5.  This Act shall take effect on July 1, 2008.
