A BILL FOR AN ACT

 

 

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE MAUI REGION OF THE HAWAII HEALTH SYSTEMS CORPORATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that significant public benefit would be realized through the planning, design, development of, and equipment for additional long-term care beds for the Maui region of the Hawaii health systems corporation.  The Maui health initiative task force report to the twenty-fourth legislature emphasized the need to increase long-term care beds in the county of Maui to keep pace with a growing older adult population.  The report recognizes that, due to a woefully inadequate supply of long-term care beds in the State of Hawaii, patients who need long-term care are occupying acute care beds.  The report also notes that Hawaii is one of the most "under-bedded" states in the nation for long-term care beds.

     The legislature further finds that the issuance of general obligation bonds under this Act is in the public interest and for the benefit of public health, safety, and welfare.

     SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $15,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2008-2009 for the purpose of planning, design, development of, and equipment for additional long-term care beds in the Maui region of the Hawaii health systems corporation.

     SECTION 3.  The appropriations made for the capital improvement project authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all appropriations which are unencumbered as of June 30, 2010, shall lapse as of that date.

     SECTION 4.  The sum appropriated shall be expended by the Maui region of the Hawaii health systems corporation alone or in concert with public and or private partnerships for the purposes of this Act.

     SECTION 5.  This Act shall take effect on July 1, 2008.
