A BILL FOR AN ACT

relating to education.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  There is appropriated out of the general revenues of the State of Hawaii the sum of $11,586,250 or so much thereof as may be necessary for fiscal year 2008‑2009 for information technology projects of the department of education; provided that the funds shall be allocated as follows:

     (1)  Regional support center creation- seventeen additional support positions and associated operating expenses                    $911,250

     (2)  Online learning- office of curriculum, instruction, and student support:

          (A)  Operation and expenses                $1,500,000

          (B)  Augmenting personal computer costs for economically disadvantaged students $1,000,000

     (3)  Classroom teacher computer initiative- annual lease costs for computers for classroom teachers, including technical refresh every three years                         $6,000,000

     (4)  Centralized service desk software- comprehensive statewide application, including license, annual maintenance, initial training, hardware, and telephone infrastructure costs     $1,000,000

     (5)  Contracted personal computer/Macintosh "platform" support (operating system and hardware troubleshooting)

          (A)  For schools                           $400,000

          (B)  For state and district offices        $150,000

     (6)  Pilot implementation and evaluation of Thin-clients for:

          (A)  School administrative office use  $175,000

          (B)  Classroom and computer lab use $300,000

     (7)  License costs for enhanced collaboration software and training course authoring tools (Lotus Quicker, Microsoft Live Meeting, Wimba, EPM/Sharepoint, Captivate)            $150,000

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 2.  The following sum, or so much thereof as shall be sufficient to finance the project listed in this section, is hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2008-2009:

          Acceleration of upgrades to school capital improvement project telecommunications infrastructure- Increase the number of schools with conduit installation from two to three per year to ten to fifteen per year.     $10,250,000

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2011, shall lapse as of that date.

     SECTION 4.  This Act shall take effect on July 1, 2008.
