A BILL FOR AN ACT
relating to education.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that, in 2002, the board of education approved the establishment of school complex areas, comprised of two or more school complexes, with each complex consisting of one high school and the intermediate or middle and elementary schools that feed into it. The legislature further finds that the complex areas are headed by complex area superintendents to allow for school administration closer to its own constituencies. This administrative change provides complex area superintendents greater flexibility in providing for the efficient and effective management of the schools within the complex area as well as the resources provided therefor.
The legislature finds that induction teacher mentoring for new teachers and teachers who are new to Hawaii and leadership training provide valuable tools for the development of quality educators within the State. The allocation of resources within a complex area to provide for these valuable programs for teachers can also prove to be highly cost-effective.
The purpose of this Act is to appropriate funds to the complex areas for leadership training and teacher induction mentoring.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2008-2009 for leadership training and teacher induction mentoring within the complex areas; provided that the funds shall be allocated to the complex areas on a per pupil basis; provided further that funds provided shall be in addition to weighted student formula allocations.
The sum appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2008.
