A BILL FOR AN ACT
RELATING TO EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302A‑ Community resolution and relations officers; established. (a) The department shall establish permanent civil service exempt full‑time equivalent community resolution and relations officer positions; provided that there shall be two community resolution and relations officers on Oahu and one community resolution and relations officer each on Maui, Kauai, and Hawaii.
(b) Each community resolution and relations officer shall be responsible for the following:
(1) Assuring the delivery of quality services by the department;
(2) Addressing questions, issues, and concerns of stakeholders and other interested parties with regard to the delivery of services by the department and providing timely responses thereto;
(3) Investigating complaints from stakeholders or other members of the public against the department;
(4) Working to resolve individual issues through problem solving with stakeholders;
(5) Helping to identify issues or policies within the system and develop solutions for implementation within the department;
(6) Building community partnerships between the department and businesses and other organizations within the community;
(7) Preparing and submitting quarterly reports on the community resolution and relations officer's functions to the board; and
(8) Preparing and submitting annual reports on the community resolution and relations officer's functions to the legislature no later than twenty days prior to the convening of each regular session."
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2008-2009 for 5.0 (FTE) community resolution and relations officer positions within the department of education as provided in this Act.
The sum appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval; provided that section 2 shall take effect on July 1, 2008.
