A BILL FOR AN ACT
RELATING TO ASSISTING PERSONS UNDER A COMPACT OF FREE ASSOCIATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Senate Resolution No. 142, S.D. 1, Session Laws of Hawaii 2007, established a task force to investigate and coordinate the provision of medical and social services to individuals present in Hawaii under the Compacts of Free Association currently in place between the United States and the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. One of the recommendations of the task force was to create a state coordinator position to assess and enhance the delivery of self-sufficiency services to individuals under the Compacts. Self-sufficiency services include resources provided by the departments of education, labor, health, and human services, as well as by local service providers. It was the vision of the task force that the coordinator would promote partnerships among government agencies, community-based organizations, and the citizens at-large of the State in an effort to improve the living conditions of individuals under the Compacts.
The purpose of this Act is to enact this recommendation of the task force.
SECTION 2. Chapter 371, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§371- Compacts of Free Association; coordinator. There is established within the department of labor and industrial relations one full-time coordinator position. The coordinator's duties shall include the assessment and enhancement of the delivery of self-sufficiency services to individuals present in Hawaii under the Compacts of Free Association. Self-sufficiency services include resources provided to the individuals by the departments of education, labor and industrial relations, health, and human services, as well as by local service providers. The coordinator shall promote partnerships among government agencies, community-based organizations, and the citizens at-large of the State in an effort to improve the living conditions of the individuals present in Hawaii under the Compacts of Free Association."
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2008-2009 to create and support the full-time coordinator position established by this Act for the delivery of self-sufficiency services to individuals present in Hawaii under the Compacts of Free Association.
The sum appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act.
SECTION 4. New statutory material is underscored.
SECTION 5. This Act shall take effect on July 1, 2008.
