A BILL FOR AN ACT
relating to the judiciary.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. For the purpose of providing enhanced customer service to the general public, the judiciary shall establish a program for counties that consist of more than three islands that allows for remote processing of citations for traffic violations under chapters 291 and 291C, Hawaii Revised Statutes. The remote processing shall only be allowed for first time offenses and shall be in addition to any procedures provided in chapter 291D, Hawaii Revised Statutes.
The judiciary shall report to the legislature on the remote processing of citations for traffic violations under this Act, including any proposed legislation, no later than twenty days prior to the regular session of 2009.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2008-2009 for establishing a program in counties that consist of more than three islands, which allows for remote processing of citations for first-time traffic violations.
The sum appropriated shall be expended by the judiciary for the purposes of this Act.
SECTION 3. This Act shall take effect upon its approval; provided that section 2 shall take effect on July 1, 2008.
