A BILL FOR AN ACT
relating to education.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Lāna‘i high and elementary school was founded in 1930 and is the largest of the six K-12 schools in the State and is the only school on the island of Lāna‘i. The current student enrollment is five hundred eighty students in grades kindergarten through twelve on a campus with the design capacity for four hundred fifty students. The high school graduation rate of Lāna‘i students is consistently above ninety-five per cent, and eighty-five to ninety-five per cent of these graduating students go on to attend community colleges, vocational colleges, and four-year universities.
The legislature finds that there is only one existing science laboratory on campus that is shared by three secondary-level science teachers. This laboratory was built in the 1950s and is lacking up-to-date equipment that is needed by instructors to meet the educational goals of its students and prepare them for a post-high school education.
The plans for a new six-classroom building will house laboratories for physical sciences, biological sciences, middle school science, and graphic arts and digital design, and classrooms for community-based instruction and general education. Photovoltaic cells are planned to be placed on the roof of the classroom building and these cells are anticipated to supply, with the exception of air conditioning, all of the electrical needs of the building. In its efforts to set an example for its students by creating a more sustainable learning environment, the school projects that its energy savings costs and reduced greenhouse gas emissions over the lifetime of the building will be significant. The funds for planning and design of this new classroom building were released by the Governor in June 2006, but the funding for the construction of the building is now needed.
The purpose of this Act is to authorize the director of finance to issue general obligation bonds for the construction of a six-classroom building on the campus of Lāna‘i high and elementary school.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $19,635,000 or so much thereof as may be necessary and the same sum, or so much thereof as may be necessary is appropriated for fiscal year 2008-2009 for the purpose of constructing a six-classroom building housing a physical sciences laboratory, biological sciences laboratory, middle school science laboratory, graphic arts and digital design laboratory, community-based instruction classroom, and general education classroom on the Lāna‘i high and elementary school campus.
SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2010, shall lapse as of that date.
SECTION 4. The sum appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2008.
