A BILL FOR AN ACT
making an appropriation for the kaloko housing program.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that there is a pressing need to increase the availability of homeless shelters on the island of Hawaii. The Big Island continues to have a relatively high proportion of homeless persons when compared to its overall population. Existing homeless shelters and services are stretched thin, with the population dispersed over large areas. In addition, the projected closure of the Ka Hale O Kawaihae transitional housing program will exacerbate the situation and reinforce the need for additional capacity.
To address this problem, the county of Hawaii has developed a plan to establish the Kaloko housing program. This facility will be constructed on an eight-acre parcel north of Kaloko Industrial Park and will provide approximately fifty multi-family cluster homes for families impacted by homelessness.
The purpose of this Act is to provide the county of Hawaii with the resources needed to fund the Kaloko housing program.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $12,000,000 or so much thereof as may be necessary for fiscal year 2008-2009 for construction and other costs associated with the Kaloko housing program.
The sum appropriated shall be expended by the county of Hawaii for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2008.
