A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE FIRST SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $11,648,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2008-2009, for the purpose of capital improvement projects for the first senatorial district, as follows:
1. Wailoa small boat harbor, Hilo
A. Design and construction for a two-lane boat launch ramp with fifteen per cent ramp angle, to be located within Wailoa small boat harbor, Suisan Basin along the west makai dock with boat wash down area, parking for truck and boat trailers, and access roadway.

Construction $2,000,000
Total funding $2,250,000
2. Hilo high school, Hawaii
A. Design, construction, and equipment for a new gymnasium that will also serve as an emergency shelter, to include demolition of the existing gym if necessary; ground and site improvements; equipment and appurtenances.
Design $100,000
Construction $9,198,000
Equipment $100,000
Total funding $9,398,000
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2010, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1(1) shall be expended by the department of transportation for the purposes of this Act.
SECTION 4. The sums appropriated for the respective capital improvement projects set forth in section 1(2) shall be expended by the department of education for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2008.
