A BILL FOR AN ACT
relating to the legislature.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The Hawaii Revised Statutes is amended by adding a new chapter to be appropriately designated and to read as follows:
"Chapter
JOINT LEGISLATIVE INFORMATION COMMITTEE
§ -1 Joint legislative information committee established. There shall be established a joint legislative information committee. The committee shall ascertain facts and make recommendations to the legislature and the houses thereof concerning the legislature's computer system and network, and any other matters as may be provided in the rules of the senate and the rules of the house. The committee shall have continuing existence and may meet, act, and conduct its business at any place within the State, during any session of the legislature, any recess, and any interim period between sessions.
§ -2 Selection of members; co-chairpersons; filling vacancies. The committee shall consist of five members of the senate and five members of the house who shall be selected in a manner provided for in the rules of the senate and the rules of the house. The president of the senate and the speaker of the house shall select the members of the committee, including members of the majority leadership and members of the minority leadership. The senate members of the committee shall elect a co-chair from among the senate members. The house members of the committee shall elect a co-chair from among the house members. Vacancies occurring in the membership of the committee shall be filled in a manner provided by the rules of the senate and the rules of the house. A vacancy shall be deemed to exist as to any member of the committee whose term is expiring whenever the member is not reelected at the general election.
§ -3 Rules. The committee may adopt rules governing its own proceedings and to create subcommittees from its membership and to assign the subcommittees to any study, inquiry, investigation, or hearing that the committee itself has authority to undertake or to hold.
§ -4 Office of legislative information established. There is established the office of legislative information to be administered by the committee. The committee shall appoint a chief legislative information officer to oversee and manage the office of legislative information and who shall serve for a period of four years. The committee, by three-fourths vote of its members, may remove the chief legislative information officer from office, but only for cause. The committee shall fix the salary of the chief legislative information officer.
§ -5 General purpose of the office of legislative information. The purpose of the office of legislative information office shall be to:
(1) Oversee and manage the legislative computer system and network;
(2) Provide the legislature with computer network and computer systems support;
(3) Provide the legislature with systems analysis;
(4) Provide analysts and programmers to develop and maintain any network or computer programs, systems, or applications used by the legislature;
(5) Maintain the legislature's website; and
(6) Assist the legislature with general computer problems and computer-related needs.
§ -6 Staff. The chief legislative information officer shall appoint employees as may be necessary to carry out the functions of the office of legislative information. All employees shall serve at the chief information officer's pleasure. In determining the salary of employees of the office of legislative information, the chief legislative information officer shall consult with the department of human resources development and the committee. The chief legislative information officer and the employees of the office of legislative information shall be entitled to participate in any employee benefit program plan or privilege."
SECTION 2. Chapter 21F, Hawaii Revised Statutes, is repealed.
SECTION 3. This Act shall take effect upon its approval.
