A BILL FOR AN ACT
RELATING TO EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that fine arts curriculum includes visual arts, music, chorus, drama, band, and dance. Funds have been diverted from classes in the fine arts to classes in what are identified as essential courses by the No Child Left Behind Act of 2001, Public Law 107-110.
According to the United States Department of Education, college bound junior high school students should take classes in the fine arts as "[m]any colleges view participation in the arts and music as a valuable experience that broadens students' understanding and appreciation of the world around them."
The purpose of this Act is to appropriate additional funds to the department of education to be used for the development, renewal, and maintenance of classes in the fine arts at the secondary school level.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2008-2009 for the development, renewal, and maintenance of classes in the fine arts at the secondary school level. The sum appropriated shall be in addition to and shall not replace any other funds included within the budget of the department of education.
The sum appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2008.
